Emergency Travel Documents (ETD)

Italian nationals who have lost their passport or have had it stolen within the consular district of the Embassy of Italy in Manila, after filing a formal report with the Philippine police authorities (at the police station of the place where the loss or theft occurred), may apply for the issuance of a new passport (for AIRE-registered residents in the Philippines) or for an Emergency Travel Document (for those who are temporarily present in the Philippines).

Please note: Italian nationals in the Philippines on a temporary stay who are issued with a new passport or an Emergency Travel Document must, in order to leave the country, apply to the Bureau of Immigration for the transfer of the arrival stamp.

EU Emergency Travel Document (EU ETD)

Please be advised that as of 9 December 2025 the new EU Emergency Travel Document (EU ETD) has entered into force.

If an Italian citizen finds themselves in an emergency situation following the theft or loss of their passport, they must first report the incident to a local police station.

The police report must then be submitted to the Embassy together with the application for a new passport (where there is sufficient time to complete the necessary processing for its issuance) or for a provisional travel document, also known as an E.T.D. (Emergency Travel Document), which has limited validity and is issued solely for the purpose of returning to Italy, to the country of permanent residence abroad, or, in wholly exceptional cases, to another destination.

To apply for the issuance of an EU E.T.D., the applicant must send an email to consolare.manila@esteri.it  in order to request an appointment. It is also possible to attend the Consular Office at least 3–4 days prior to departure without an appointment, provided this is during public opening hours (Who we are – Ambasciata d’Italia Manila).

For the issuance of the EU E.T.D., the applicant must present the following documentation at the counter:

  • EU E.T.D. application form completed and signed;
  • police report of the theft, loss or destruction of the passport issued by the local authorities;
  • declaration of theft or loss of the passport or other travel document, made before the Consular Office pursuant to Articles 46 and 47 of Presidential Decree No. 445 of 28 December 2000, and subject to the provisions of Article 76 of the same Decree;
  • copy of the stolen/lost passport or other identity document;
  • copy of the airline ticket;
  • one recent colour passport-size photograph, full-face with white background, measuring 4 cm in height and 3.5 cm in width, in accordance with ICAO photo guidelines.

The ETD may also be issued to citizens of other European Union Member States, subject to the formal authorisation of a diplomatic or consular representation or the Ministry of Foreign Affairs of the applicant’s country of nationality, and upon submission of the required documentation.

At present, the EU E.T.D. is issued free of charge.

N.B.: In the case of minors, both parents must sign the consent form for the issuance of the document in favour of the minor.

 

N.B. – Obligations upon completion of travel: Please note that the beneficiary is required to surrender the document, upon arrival at the destination, to the border police or another police authority, regardless of any remaining validity.

If the holder of an EU E.T.D. issued by a Consular Office travels to a country other than Italy, the document must be returned to the Consular Office with jurisdiction over the place of destination.
