Please be advised that, AS FROM MONDAY 9 MARCH 2026, voters who have not received their postal voting pack for the constitutional referendum of 22 and 23 March at their address of residence may request a DUPLICATE from this Embassy.
Requests for a duplicate may be submitted in person at the Consular Office or sent by post, by ordinary email (to consolare.manila@esteri.it) or by certified email (PEC) to amb.manila@cert.esteri.it. The request – which may be drafted using the form available here – must be accompanied by a valid form of identification.
Voters requesting a duplicate voting pack must declare that they are aware of the criminal penalties associated with double voting, as provided for under Article 18, paragraph 2, of Law No. 459/2001, which states: “Anyone who, in connection with elections to Parliament and referendums, votes both by post and at the polling station of their last registration in Italy, or votes more than once by post, shall be liable to imprisonment from one to three years and a fine ranging from 52 euros to 258 euros.”
Upon completion of the necessary checks, this Embassy will provide the relevant instructions to the persons concerned regarding the issuance of the duplicate. The duplicate may be sent to the requesting voter’s address of residence (where time permits delivery of the voting pack) or collected in person during the opening hours of the Consular Office (Consular Services and Visas – Ambasciata d’Italia Manila):
- Monday: 09:00 – 12:00
- Tuesday: 09:00 – 12:00
- Wednesday: 09:00 – 12:00 and 14:00 – 16:00
- Thursday: 09:00 – 12:00
- Friday: 09:00 – 12:00
It is also possible to arrange collection at a different time, upon request sent to the above email addresses (consolare.manila@esteri.it; amb.manila@cert.esteri.it) at least one working day in advance.
Please note that this Embassy, exclusively for the issuance of duplicate electoral packages, will also observe the following extraordinary public opening hours:
- Sunday, 15 March, from 10:00 to 12:00.
Finally, please note that the prepaid envelopes containing the completed ballot papers must be received by this Embassy no later than 16:00 (local time) on Thursday 19 March 2026
